Elliott Carterr is an independent journalist, media executive, and prison reform advocate who serves as the Executive Marketing Director for the Jay Act Advocacy & Legal Reform Initiative.

With extensive experience in media, public relations, advocacy communications, and community engagement, Carterr leads the organization's marketing strategy, brand development, public awareness campaigns, and digital outreach efforts. His work focuses on elevating the voices of incarcerated individuals, justice-impacted families, and advocates while expanding public understanding of the urgent need for correctional healthcare reform and accountability.

As the Founder and President of LFTG Radio (Live From The Gutter) and publisher of The Gutter Report, Carterr has dedicated his career to covering issues often overlooked by traditional media, including prison conditions, wrongful conviction claims, public corruption, community violence, and criminal justice reform. His reporting combines investigative journalism, public records research, firsthand interviews, and direct engagement with impacted communities.

A formerly incarcerated individual, Carterr brings a unique and powerful perspective to his advocacy work. His personal experiences navigating the criminal justice system have fueled his commitment to transparency, accountability, and systemic reform. Through strategic storytelling and media engagement, he has helped bring national attention to issues affecting incarcerated individuals and their families.

At the Jay Act Advocacy & Legal Reform Initiative, Carterr oversees marketing campaigns, media relations, public messaging, social media strategy, brand growth, and community outreach initiatives designed to build support for legislative reform and expand the organization's impact nationwide.
