Advancing Family-Centered Justice and Policy Change

Family Systems Collective:

Dr. Franchesca Capellan

Family Systems Collective is a family-centered consulting and research initiative committed to advancing equitable, humane, and accountable systems for families impacted by incarceration. In partnership with the Jay Act Advocacy Initiative, we work to elevate the voices, needs, and rights of families who are too often excluded from justice policy conversations, despite being directly affected by system involvement.

Our work is grounded in the understanding that incarceration is not an individual experience; it is a family and community issue with intergenerational consequences. Families navigating incarceration frequently encounter systemic barriers, including limited access to healthcare, gaps in communication, and forms of institutional and medical neglect that undermine both individual and collective well-being. These realities demand policy responses that center on family impact, not just individual outcomes.

Family Systems Collective supports advocacy efforts by producing research, shaping policy conversations, and equipping organizations with family-centered frameworks that prioritize relational accountability, cultural responsiveness, and systems reform. We work alongside partners to push for policies that improve conditions, increase transparency, strengthen family engagement, and address the structural inequities that continue to harm justice-impacted communities.

Together with the Jay Act Advocacy Initiative, we are committed to advancing policies and practices that recognize families as essential stakeholders in justice reform. We believe meaningful systems change requires not only addressing institutional harm, but also investing in the strength, resilience, and leadership of families as agents of advocacy, accountability, and transformation.
